1995 S10 blinker/brake light issues?

Okay, my brake lights are not working at all. Every time I hit the right blinker, it blows the fuse. The left blinker works fine, but when i do hit the brake, you can tell it is using a lot of power. The blinker/brake light actuator has been replaced, as well as the cab light embly. I don't know where else to go with this... buying a new fuse panel tomorrow.
