How to i stop my dogs from being jealous?

because i have an oes (old english sheepdog) hes a puppy about 10 months, and an oldish dog, hes about 2 years old, and when i pat blazer, the 2 year old, teddy my oes, bites his neck and wont let me pat him, and i feel like blazer is jealous, and now bites when you go near him when hes sleeping, and i don't know what to do or say i try to have teddy back off but it doesn't work, but when i pat teddy blazer does his own thing. what do i do?
